Sir, I purchased a Maruti Alto K10 and registered in my name. Being a orthographically handicapped person, the RTO exempted the road tax and issued RC. In which there is written as *tax exempted* but not written as “Invalid Carriage”. When I asked the authorities, they simply said it is enough not necessary to issue as Invalid carriage. In this matter How can I proceed sir?
Vehicles especially designed for the use by persons with disabilities are exempted from paying toll tax in India. This exemption is applicable at all toll plazas on all the highways operated by the National Highways Authority of India. Please note that the toll tax exemption is valid only for the vehicles modified for the use by a disabled person. Section 2 of the Motor Vehicle Act, 1988, defines such vehicles as “invalid carriage”. So, your vehicle’s RC must show the vehicle registered under the invalid carriage category.

In India, every highway that is a state or national highway, is taxed by the Indian Government for raising the cost of making as well as the maintenance of the roads. This is a very essential cost which allows us to be able to travel comfortably through states, towns and cities conveniently. Also security on these roads are very important since highway robbery needs to be controlled in some parts of India. This road taxation helps to ensure that the cost of road safety and security is also maintained. There are various kinds of road taxes, that are based on the state you are traveling in. The most common road tax that is collected from vehicles, is the toll tax.
Any individual who has purchased a vehicle for personal or commercial use must pay road tax. The vehicle that is bought can be a trailer, a commercial truck, a four-wheeler, a three-wheeler, and a two-wheeler.
Can you imagine a person driving a luxury car and skipping an insignificant amount of toll tax? Sounds weird? Right. But this just happened. In an unusual incident, a person traveling in a Mercedes car showed a fake letter to the toll attendant to escape paying Rs 60 toll at Bandra-Worli Sea Link in Mumbai. As police investigated, it was found that the letter was fake and a case of cheating and forgery was filed against the person. Yes, you read it right. The incident took place at around 8:20 pm on Thursday. The fake letter presented by the person driving the Mercedes identified him as Bhavik Bhanushali. The car also had a protocol sticker and the letter stated that the car was exempted from paying toll at the Mumbai Entry Point Ltd and IRB tolls on Mumbai Pune Express Way, MSRDC, National Highway 4 and Pune-Nashik toll points till December 2018. Besides, a logo of MEPL and signature of the firm’s vice chairman and managing director was found on the letter.

Policy for collecting toll tax is based on the National Highways Act, 1956 (48 of 1956) provisions as well as the National Highways Fee (Determination of Rates and Collection) Rules, 2008, when this amendment was made. As of 2016 there are 390 toll tax collection fee plazas across the national highways in India. Based on the current policy literature any road with 6 lanes with 4 lanes already running is tolled even if the highway is not fully completed. As of 2016, there is no separate regulatory authority running independently for this taxation.
