Big announcement of Modi government, 30 lakh government employees

Earlier, on October 12, Finance Minister Nirmala Sitharaman had made some big announcements in order to revive the economy and stimulate demand. The Finance Minister had proposed a few steps like the leave travel concession (LTC) cash voucher scheme and the special festival advance scheme.

Under the LTC scheme, the employees would be required to spend three times the LTC fare component to purchase items that attract 12 per cent or more Goods and Services Tax (GST). What this effectively means is that if your fare component of LTC is Rs 40,000, you need to spend Rs 1.2 lakh on goods that fall in the 12% or more GST slab in order to save tax on Rs 40,000. Through the LTC consumption boost plan, the government expects a demand generation of Rs 28,000 crore in the economy.

The ministry through its Environment Information System(ENVIS) hubs and resource partners as well as other institutions across the country, will take up skill development of youth in the environment and forest sectors through 30 courses. The certificate courses, having duration of 80 hours to 560 hours, will be open for admission from July.

“After the pilot project, now we are going to launch GSPD on a large scale and 80,000 youths in the country will be trained at 80 institutions in next one year. The number will be raised to over 2 lakh in the following year and by 2021 a total over 5.5 lakh youths will be trained as green skilled workers,” the minister said.

Union Minister Prakash Javadekar, while giving information about the decision of the cabinet, said that before Vijayadashami or Durga Puja, the payment of bonus of Rs 3737 crore to 30 lakh employees of the central government will start immediately.


Through the festival advance scheme, a provision has been made to give every central employee an advance of Rs 10,000. This will be an interest-free advance, which can be repaid in 10 instalments. This advance will be pre-loaded on the debit card and will be a one-time advance.

In a bid to instil confidence among its employees who are working as COVID-19 warriors, the State government has decided to provide an insurance cover of ₹30 lakh in the event of their death from the disease.An order in this regard was issued by the State government on Friday. The relief will apply to all State government employees, irrespective of their cadre and post, an official release said. In addition to this, the government will bear the entire treatment cost if any employee on COVID-19 duty tests positive. The president of the Sate government employees’ union had expressed concern over the death of several staff on COVID-19 duty. He had sought measures, including adequate compensation, to boost the morale of the staff.

Non-PLB or ad-hoc bonus is given to non-gazetted Central government employees, from which 13.70 lakh employees will benefit, the government said. Bonus to non-gazetted employees – meant for performance in the preceding year -- is usually made before the Durga Puja or Dussehra festivals.
